How do I Create a Character?

Characters are created using the following rules:

Anime Supers -- Creation Packet
Part One, the Idea.
    So here you are, you've read a couple messages and now 
you wanna play. But how you ask? And what you ask! Easy 
enough.
Step One. Come up with an idea.
Step Two. Flesh it out, write a description.
Step Three. (Optional) Create the mechanics to do the job.
Step Four. Send in and enjoy.
    "Great!" You say but how, stupid? Oh. Well here we go.
[CHARACTER CONCEPTION]
or What Floats and What ... Don'ts.
    The basic idea to Anime Supers is that all PCs (Player 
Characters) are employed by Jester Blue Ltd. Inc. And that 
the background of the character must in some way, shape or 
form must have the potential to be an amusing and humorous 
character. Ergo, while a Vampire from the World of 
Darkness would not be appro., one from the M.Y.T.H. series 
would be in excellent form. Even vaguely serious 
characters should have their Achilles Heel, or better 
known as the "Everybody-slips-on-the-banana-Peel- 
Including-You-Rule." A case in point being the NPC (Non 
Player Character) Flinx, but I leave you, the reader and 
player to figure that one out.
    Steal from everywhere and everywhen.  Werewolves with 
allergies, MUGHIs, Paranoid Androids, Mice, go for broke. 
The more creative, the better. However, if you want to do 
a "standard" character from Anime, Comics or 
History/Fantasy, no problem.
    Anime -- Characters from Anime always seem to have a 
slightly hysterical bordering on insane edge. But they are 
almost always hysterically funny. Some prime examples to 
steal from are Urusei Yatsura ("Those Obnoxious Aliens"), 
Ranma 1/2, Kimagure Orange Road, Dominion Tank Police, 
Dirty Pair, Mamono Hunter Yohko, Ah! My Goddess, Tenchi 
Muyo ("No need for Tenchi"), Moldiver (Preemo excellente!) 
and just about anything else that falls into the comedy 
category. Try to shy away from blatant plagiarism of 
existing characters. Extrapolations are more creative and 
don't interfere with established plotlines.
    Comic (Four Color) -- The particular strain of media 
that produces such phrases as, "Stop, you fiend! You'll 
never get away with this!" And, "I will extract my revenge 
upon the world with my Mega-Destructo Ray! Ha! Ha! Ha!" 
Many Comic books to numerous to list are available for 
well, comical characters.  Usagi Yojimbo and Nilson 
Groundthumper and Hermy being two personal favorites for 
being typically oddball. Kudos to persons who use Danger 
Mouse style humour.
    History/Fantasy -- Any Yellow Beard the Pirate, Baron 
Munchausen, or 'Creative Acquisition Specialist' will do. 
Be clever, use caricatures for especially humorous 
characters.
